Does this mean for instance, Linebackers develop depending on the quality of JUST their Linebacker Coach or does the Defense Coordinator or Head Coach have a bearing on how fast they develop?

It's 20% position coach, 30% coordinator, and 50% head coach.

So actually if you wanted a balanced LB, you get a combo of different Ds via their coaches, if you wanted a Run biased LB, you'd get 2 or 3 coaches that were that way minded, right?

Would it make any difference moving the slider further over or is this primarily a pre-season feature if you don't have the 60?

If you want to improve your LB's run defense, you could search out coaches with a stronger run defense bar than their other bars, yes. You can do a coach search by attribute to find the best available run defense coach to help you in this type of search. You probably will want to think this way more for the position coach than the coordinator just because you probably want as well-rounded of a coordinator as possible.

These attributes determine how quickly the red bar meets the blue bar; the blue bar is the player's max potential, so no coach is going to improve a maxed out attribute. But a bad coach could cause the attribute to regress.

The 50/30/20 coaching contribution makes sense. My question is what about special teams? With no coordinator does that mean it's 50% head coach and 50% position coach?

I'm asking because I have a second year kicker that's a 84/94 and he is just horrible. 70% fg pct and the feweat touch backs in the league. Less than 50% from 40+ yards. His numbers say he should be way better but my kicking coach is just a 59 rating and it's my head coach's worst attribute. Is this what is causing his two years of struggles, poor coaching?

What if I draft a QB 1st over all and he plummets by 10 in future overall in his first training camp? Is there any hope he'll recover to be anything close to what he was projected to be initially?

His kicking distance is based on his kick strength attribute - if he has high accuracy but low strength then his kickoff a will be shorter and his range will be shorter as well. Not sure if that's the issue or not. The coaching staff doesn't impact on game day, just how well players improve their skills, the attributes you see on his card directly are used in the game.

It's possible but with that big of a drop it does not sound promising...

Does a coaches attribute have to be higher than a player's attribute for the player to progress on it?

No, the coach's attributes determine how quickly those attributes are developed in the players under their tutelage.
