Improve the match-ups. If a player knows he is about to get beat for a big gain or loss, he becomes much more likely to take the risk of a penalty.
I caught on to this playing against Grandad. All of a sudden certain of my players were much more likely to commit penalties. I downloaded a couple games, and saw that it was the ones who were completely outclassed by the player lined up opposite them.
