I'll say the same thing I usually say, especially because Duane is a veteran owner. Anyone can put a claim in, but anyone can also choose to honor the request. I will honor the request and not waiver Smith, but everyone by now should know that you should never go over the roster limits or salary cap or else the CPU will cut someone for you. So this is not a mandatory "do not waiver" situation.
I cancelled my waiver claim as well. It's tricky with waiver claims if you're already at 53 man limit. Do you preemptively cut someone from your roster when you put in a claim, even though you might not get the guy and suddenly only have 52 players? I thought you got one sim with the "your team has too many players" warning before the AI cuts a player for you, but it doesn't seem like that's always the case.
That's not how it works. Wavier claim are only processed during the "midweek" sim. So you will know whether you won the claim or not before the game. Once processed, you can make the corresponding cut during the "game" sim. The one that's trickier is signing free agents during the "game" sim. In that case, if you sign someone and are over the limit, then yes, the AI will make a cut, because there is no way for you to do it, unless, as you said you do it preemptively on the assumption you will be successful with the signing. But here's the thing: if you sign someone during the "game" sim, there is no way to insert that player into your lineup anyways. So the best advice, and the reason the game is set up this way, is to sign players during the midweek, so you can add them to your depth chart before the game sim.
