To be fair to billy, his team has never had salary cap problems. Although the reason he never has cap problems is because he has no high draft picks to pay for and never signs any premium free agents.
Also: I believe "culture of failure" is part of the actual game. When you win, your attendance goes up, which leads to a greater homefield advantage (more crowd noise). Also, your "cash flow" for signing coaches is determined by you attendance (more revenue means more money to pay coaches). So, yes, there is an actual simulation benefit to winning more games, however slight.
